This was not only due to the sector’s immense size and potential, but also due to the perceived applicability of cluster tools in the analysis and design of appropriate business solutions. The project structuring for the sector relies heavily on intensive field work, and value chain analysis, in conjunction with major stakeholders. IL&FS Clusters is presently one of the leading agencies providing advisory services for agribusiness infrastructure and the food processing sector in the country

IL&FS Clusters has been working as a Programme Management Agency (PMA) for the Mega Food Parks Scheme of the Ministry of Food Processing Industries (MoFPI), Government of India. The Scheme is aimed at creating food processing infrastructure across the supply chain of agricultural produces, with focus on perishables such as fruits and vegetables. As a PMA, the Company has been assisting the Ministry in implementation of around 15 Mega Food Park projects in the country

In addition, as a Project Management Consultant (PMC), IL&FS Clusters is assisting implementing agencies in preparation of Detailed Project Reports, detailed design and engineering, bid process management and construction supervision for around 10 Mega Food Park projects

Further, IL&FS Clusters has been working as the Project Management Agency (PMA) for Integrated Cold Chain projects assisted by the MoFPI. As a PMA, the Company has carried out appraisal and evaluation of proposals, and assisted the Ministry in monitoring the progress and release of eligible grant, through site visits and scrutiny of documents, for around 125 projects in the country. Presently, it is working as the PMA for additional 30 such projects in the country

In fact, the above two flagship schemes of the MoFPI were launched after the Company assisted the MoFPI in the preparation of a Working Group Report for the 11th Five Year Plan

IL&FS Clusters has also been working as a PMA for two new schemes of the MoFPI for the creation/expansion of the Food Processing & Preservation Capacities (CEFPPC) and the creation of infrastructure for Agro Processing Clusters in the country As a PMA, CEFPPC Scheme that provides grant assistance to individual food processing units, IL&FS Clusters is assisting the Ministry in taking care of projects in the North Zone that has been allocated 104 projects. Similarly, IL&FS Clusters is working for around 30 projects under the scheme for Creation for Infrastructure for Agro Processing Clusters

The Company has also worked as a Project Consultant for the Agribusiness Infrastructure Development Investment Program (AIDIP) of the Asian Development Bank, the flagship initiative of ADB for Agribusiness Infrastructure in the country. As part of this assignment, the company has prepared blue prints for setting up integrated value chain projects for perishables, in the states of Bihar and Maharashtra. This has also given an opportunity to the Company to work closely with the Ministries of Agriculture and Finance in India, towards streamlining the PPP approach towards the agribusiness infrastructure in the country. IL&FS Clusters later worked as a Project Consultant for the related ADB Technical Assistance (TA) programme for Institutional Development for a Value Chain Approach to agribusiness in the states of Bihar and Maharashtra

The Company has also worked with various State Governments towards preparation of a Vision Document/Business Plan for promotion of the agribusiness/food processing sectors. While it has prepared such business plans for states such as Andhra Pradesh, Jharkhand, Arunachal Pradesh, Tripura etc., the Company’s engagement with the Government of Bihar has been particularly significant in this direction After preparation of the Vision Document for the food processing sector in Bihar, IL&FS Clusters has been working as the Project Management Agency with the Department of Industries, Government of Bihar, mainly to attract investment in the food processing sector. As a PMA, the Company has facilitated the approval and setting up of more than 300 projects involving an investment of more than Rs 35 billion, of which more than 200 projects have come into commercial operation, a feat well appreciated, considering the challenges of the sector as well as the State

The rising demand for electronic products, coupled with increasing use of technology in industrial, commercial as well as household applications, offers huge potential for the Electronics industry, more particularly the Electronic System Design & Manufacturing (ESDM) segment. The demand for electronic hardware in the country is projected to increase from USD 45 billion in 2009, to USD 400 billion by 2020 (Source: Ministry of Electronics & Information Technology, Government of India). However, with the estimated production expected to reach only about USD 104 billion by 2020, there exists a gap of almost USD 300 billion, which offers huge opportunity for the manufacturers to set up base in India

We have been associated with the Electronics sector through our interventions for Brownfield and Greenfield clusters, and by helping them source assistance from the Government of India. 2.   Project Development

Support Infrastructure for Industry
Our association with the Kanpur Leather Cluster has resulted in several positive interventions for the industry. We have assisted the cluster in formulating two key support projects – Multi Skill Development Centre, and a Testing Lab

The MSDC is a Centre of Excellence that is aimed at imparting vocational training in the leather industry, improving productivity and sharing global best practices in leather processing and manufacturing. The project is supported under the ASIDE Scheme of the Government of India, and is being implemented by the Council for Leather Exports (CLE)

The Testing Lab, also supported under ASIDE, has been hugely beneficial to the cluster, obviating the need for relying on accredited laboratories in distant places. The lab is currently being operated by an SPV promoted by the cluster members, and provides all necessary testing facilities mandated by overseas buyers

Common Infrastructure
We are working with three mega leather parks for the industry and Government, all near Kanpur. We have already submitted DPRs in two of the projects, while the third is under preparation. The broad scope of services includes:

  • Institutional structuring, contractual and legal framework

  • Assessment and evaluation of external infrastructure, with respect to land identification

  • Preparation of a Detailed Project Report

  • Bid Process Management

  • Services for securing Government funding

  • Project financing

  • Statutory clearances, including environmental clearances

  • Selection of technology for CETP to ensure compliance with discharge norms / parameters, as prescribed by law

  • Project supervision till successful completion of the project, including commissioning, operation of the CETP


Environmental Infrastructure
Our in-house engineering team is currently working on few strategic projects of mega leather parks, and CETPs, which are the urgent need of the industry. We are associated with various industry groups in Kanpur and have helped formulating Detailed Project Reports for CETPs, aggregating almost 40 MLD. We have complete knowledge of the processes involved in tanning and the resultant requirement for effluent treatment, including cleaner technologies, common chrome recovery and treatment, soak liquor segregation and treatment and effective dilution systems in compliance with the orders of the National Green Tribunal (NGT)
IL&FS Clusters started offering cluster development solutions for the textile & apparel sectors. Since inception, we have been actively working in the T & A industry to enable manufacturers and exporters access better working ecosystems. Our interventions include a gamut of activities like Policy Formulation & Implementation, Project Engineering & Construction, Textile Parks, Common Facility Centres, Common Effluent Treatment Plans and Skill Development
  

1.   Policy Formulation & Implementation

Scheme for Integrated Textile Parks
The pioneering initiative in textiles was advising the Government of India (through the Ministry of Textiles) in structuring and launching the Scheme for Integrated Textile Parks (SITP). SITP is the first cluster-based industrial development scheme by the Government of India, and was launched in 2005. The success of this scheme led to the launch of similar cluster based schemes in others sectors – Food Processing, Leather, Electronics, Plastics, AYUSH, etc.

SITP has received a very good response from the industry, with 65 Parks being approved till date. IL&FS Clusters has been instrumental in creating a positive impact through SITP, and is associated with 35 Textile Parks as a PMC for the Government of India. These Parks are expected to mobilize a private investment of Rs 183 billion, generate 2.67 lakh jobs and yield an economic output of Rs 255 billion. The Ministry of Textiles has committed a grant support of Rs 1,252 crores for these Parks

As part of its association with SITP, and consequently the industry through Textile Park SPVs, IL&FS Clusters made efforts in developing suitable corporate structures for implementation, TRA frameworks, bank funding, project procurement and implementation. Through SITP, smaller players in the sectors got exposed to better practices for project implementation and accessing institutional credit

Integrated Processing Development Scheme

Our credentials as Programme Manager for SITP also led us to be appointed as Programme Manager for the Integrated Processing Development Scheme (IPDS) of the Ministry of Textiles. We are monitoring 7 projects all based on ZLD

State Level Policies

Our knowledge and association with the Textile Industry has helped us work at the State Government level, helping States to formulate attractive policies for the sector and implementing them

Karnataka

Karnataka is one of first few States in the country to have its own Textile Policy. IL&FS Clusters was instrumental in formulation of the policy, which had incentives designed in such a manner that they directly impact the competitiveness of the industry

As a Scheme Management Agency (SMA), we helped in mobilizing investments worth Rs 5,700 crores, and created job opportunities in excess of 250,000. The policy also helped in consolidating the value chain with investments. Prior to announcement of the policy, the State had mostly readymade garment units in and around Bangalore. With the announcement of the policy, investments were sourced in other segments like weaving and processing, leading to integration within the state

Telangana

Telangana is the youngest State in the country and is acknowledged for its unique industry friendly policies. It has identified Textiles as a focus sector and is implementing strategically important projects for attracting investments. A 1200 acre textile zone is being developed at the cotton growing hub of Warangal (Kakatiya Mega Textile Park), and an apparel park is being developed at the power loom hub of Siricilla to promote value addition. IL&FS Clusters is assisting the State Government in conceptualization, planning and implementation

Andhra Pradesh

IL&FS Clusters worked as a Project Management & Monitoring Unit for the Textile Policy for a period of two years (2016-2018). It has facilitated investments that led, eventually, to generation of good employment potential from the textile industry

2.   Project Engineering & Procurement

Our inhouse technical team has helped in on-ground implementation of textile projects, which cover Textile Parks, standalone Textile Units and Common Effluent Treatment Plants

We have helped in the design and implementation of Textile Parks, and have knowledge and understanding of aspects for textile related design – construction of factory buildings, design of effluent treatment plants and other utilities, and also general infrastructure like internal roads, storm water drains, water supply networks and electrical distribution systems

3.   Environmental Compliance Infrastructure

IL&FS Clusters has also developed expertise in providing environmental infrastructure solutions for the textile industry. The cost of compliance can become a challenge for the industry and we have helped the industry in design, engineering and implementation of Common Effluent Treatment Plants. 4.   Skill Development

Our association with the Textile Industry has also led us to the most critical factor for its success – manpower. With cluster schemes being launched, in 2005, coinciding with the dismantling of the quota regime under the Multi-Fibre Arrangement, the industry was gearing up to meet emerging global requirements. The Government of India had already introduced the hugely successful Technology Up-gradation Fund Scheme (TUFS) that enabled the industry to invest in new technologies, and other cluster schemes like SITP, thus providing capital support for investments.

IL&FS Clusters was quick to identify the increasing gap in the availability of human resources and, therefore, structured a unique model of training – placement linked skill development. Based on short term content for exposing the raw candidate to a formal skill, and combined with multimedia content, the training duration was compressed and standardized, thus making it scalable. We reached out to the industry, as well as rural outposts where manpower was available, but with little or no formal training. 1.   Capital Goods

We were associated with the Department of Heavy Industries in formulating of the Scheme for Enhancement of Competitiveness of the Capital Goods Sector that has received encouraging response from its major sub-sectors like textile machinery, tools, moulds and dies, machine tools, electrical equipment etc. The Scheme aims to make the Indian Capital Goods Sector globally competitive by addressing the issues of technological depth creation in the sector besides creating common industrial facility centres. Under the Scheme, financial assistance is provided to industry and institutions / industry owned SPVs for setting up common facility centres, R&D facilities, testing labs, and common infrastructure projects

We have been advising the Tool & Gauge Manufacturers Association of India (TAGMA) for establishment of a Centre of Excellence for the tools, moulds and dies industry at Chakan near Pune. The project is being established under a new SPV – TAGMA Centre of Excellence & Training (TCET), and will have facilities like Tool Try-out & Validation, Tooling / Machining Services, Tool Design, and Skill Development
